CLASS TITLE: Director of Human Resources DEPARTMENT: Administration FLSA STATUS: Exempt UNION STATUS: None PAY GRADE: 15 ? pay range $77,132 to $88,600 NORMAL WORKING HOURS: Monday through Friday 8:00 ? 5:00 EFFECTIVE DATE: September 11, 2009 DISTINGUISHING FEATURES OF CLASS Under direction of the Mayor and or the appointed designee, plans, directs and administers the City of Waukegan personnel system; performs a variety of highly technical and professional duties in the management of the city?s personnel system in the area of policy development, recruitment, performance appraisals, training and development, dispute resolution, workers compensation / risk management, and labor relations. SUPERVISION RECEIVED Reports to the Director of Finance & Administrative Services.SUPERVISION EXERCISED Supervises a Human Resources Analyst and an Administrative Assistant.ESSENTIAL JOB DUTIES The following essential job duties are listed in order of importance, with the most important duty listed first. After each is the approximate time the incumbent spends performing that duty every week. 1. Assist city departments in identifying and servicing the personnel needs of the City through recruitment, retention, and effective compensation and classification programs. 2. Establish a Training and Development Program and Budget that meets the specific needs of departments and the overall personnel needs of the City, either through in-house trainers or outside consultants. 3. Assist in the development of accurate and meaningful job descriptions with annual updates for existing classification and development of new classifications as required. 4. Administer City?s (current or revised) Performance Appraisal System. 5. Administer City?s Classification and Compensation Plans. 6. Communicate City Personnel Policies and Benefit Structure through new Employee Orientations and In-House Training. 7. Participate in Collective Bargaining as a resource person with five units (PBLC, IAFF, MAP, SEIU, and AFSCME). 8. Participate in Due Process and Dispute Resolution Proceedings. 9. Conduct compensation, benefit, and staff level surveys for purposes of collective bargaining and compensation analysis and report findings in a coherent, logical, and effective framework. 10. Oversee City?s Employee Benefit Plan and Risk Management Programs by serving as City?s Risk Manager, with primary attention devoted to wellness, safety, and workers compensation. 11. Perform a number of other related duties as required based on incumbent?s skills and abilities.KNOWLEDGE, SKILLS AND ABILITIES The incumbent must possess the following knowledge, skills and abilities in order to successfully perform the essential job duties. Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college with a degree in business administration, psychology, sociology, or a related field.Requires prior experience as either a Director or Assistant Director of Human Resources, preferably in a unionized, public sector environment.Requires thorough knowledge of Illinois Public Employers Labor Relations Laws and Regulations.Requires familiarity and experience with dispute resolution, impasse, and collective bargaining strategies.Requires knowledge of survey techniques.Requires knowledge of the Illinois Workers Compensation Act.Direct department services and supervise the activities of subordinate staff.Research and prepare classification and compensation surveys and recommendations.Provide technical assistance in the development of the city budget as it applies to personnel needs and costs.Provide information and technical assistance on matters of personnel, labor relations, and collective bargaining.Research data and prepare reports.Communicate effectively, both orally and in writing.Establish and maintain satisfactory working relationships with general staff, city officials, employees and union representatives, and the general public.TOOLS AND EQUIPMENT The
