This is a senior-level position for an individual with significant expertise in IT Security. The holder of this position is expected to manage varied and complex security projects that often include many discrete components that extend over extended (multi-year) timeframes. Major duties include performing security reviews of application and network deployments as well as implementing and managing security technologies. As a seasoned professional, he/she will need to work with considerable independence and be “on call” on a 24 hours a day/ seven days a week basis. The position requires interacting within MTAHQ, with other MTA agencies/divisions, with external vendors and with other third-party entities.

RESPONSIBILITIES:
° Assess the secure implementation of applications and network technologies, make relevant recommendations and support their integration into the networked environment. This requirement includes developing written risk assessments.
° Ensure a high level of security for MTA HQ and coordinate enterprise (agency-wide) efforts with individual agencies, internal and external audit service units and other departments, as necessary.
° Collaborate and assist in development of interagency security policies and departmental standard operating procedures.
° Identify areas that require the formulation of enterprise security strategies based on industry “best practices” and business justifications.
° Review, implement and/or approve network and application access and associated control mechanisms.
° Evaluate compliance with MTA, New York State, federal and other governing requirements.


DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
° Ability to act at the highest level of professionalism, work with minimum supervision, and handle critical and stressful situations.
° Knowledge of firewalls (Checkpoint), VPN and networking technologies; Internet applications including web proxies email controls, anti-malware programs; and LAN/desktop security safeguards.
° Knowledge of application security and methods of managing access control across multiple applications.
° Must have good verbal and written skills.
° Must possess good judgment for handling sensitive data and security awareness.

EDUCATION AND EXPERIENCE:
° A Bachelor’s Degree in Computer Science or its equivalent plus a minimum of 5 to 8 years of professional active security experience OR a Master’s Degree in Computer Science or its equivalent plus a minimum of 4 years of professional level experience
° Management experience preferred
° Extensive network and application security experience required
