PRIMARY FUNCTION(S)
Provide Project Management acquisition expertise and consultant support services for the 850ELSG/NS Space Surveillance Telescope (SST) program. Assist in identifying and developing acquisition strategies, technical and programmatic risks to support SST procurement and sustainment. Assist in developing ASP strategy briefings, acquisition planning documentation (SOO, RFPs, Specifications, CDRL, etc.) that will be used for SST acquisition. Identify contractor deliverable products that include technical work performance, milestone schedules, status reports, and cost performance reports. Assist in developing framework for independent or Program Office cost estimates for the program. Assist in preparing and refining requirements for various aspects of the SST development, e.g. Military Utility Assessments (MUAs), logistics support, training, technical orders, security, supply support, and alternatives for contract incentives. Assist in tracking progress and suggesting alternate approaches for SST schedules. Assist in analyzing problems that arise in the performance of program tasks and recommend solutions.

RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
- Provide acquisition management strategies for SST. Define tasks, studies, and acquisition approaches in support of the SST Program Manager and the development contractor to meet procurement needs.
- Evaluate program reviews, documentation updates, and recommended changes to the SST program.
- Participate in Joint Baseline Reviews and follow-up program reviews with support contractor.
- Advise and assist in planning the implementation of SST sub-projects through coordinating and integrating engineering, contracting, financial management, configuration management, test, and other related disciplines to achieve successful project requirements.
- As needed, prepare technical, programmatic, and management recommendations that identify effective solutions to meet project requirements.
- Assist in developing and coordinating SST Earned Value Management System (EMVS) data and provide recommendations to the Government Program Manager of the criteria and timeliness of cost and work performance tracking.
- Advise and assist the Government Program Manager on all business aspects of the 3600, 3400, and 3080 funds to include requirements definition, budget formulation, cost estimates, contract strategy formulation, contract schedule management, contractor progress, contract risk management, earned value status, and future budget requirements.
- Apply DoD regulations that pertain to Element of Expense Identification Code (EEIC's) to the appropriate category of work, projects, and expenses associated with contracted work.
- Support contractor Award/Incentive Fee evaluations by providing inputs and assessments of the technical and programmatic progress.
- Assist in the preparing contract letters, Point Papers, Status Reports, Position Papers and Program Management Review briefings as required.
