I. BASIC FUNCTIONS OF THE JOB:


Responsible for the overall management of subcontract activity supporting the company's key development, production, capital and operational requirements. Develops, evaluates and implements strategies and tactics to ensure both short and long term customer and business objectives are achieved. Identifies, establishes and manages initiatives to continuously improve organization and company performance. Ensures that subcontract management and administration is accomplished within all prerequisites of federal procurement regulations, corporate policies and procedures, cost, schedule, quality and technical performance. Directs and manages the efforts of a staff of Subcontract professionals. Working through a matrix organization, may lead a team of engineering, manufacturing, contracts, finance, administrative and other support personnel to accomplish all of the above. Provides management and control of subcontract programs while retaining the identity, involvement, and responsibility for each functional area's discipline. Evaluates performance reports, identifies risks and opportunities and directs efforts to address same. Prepares regular status reports and makes presentations to management and customers regarding subcontract performance. Subcontract program responsibility generally large dollar and/or of relatively high complexity.


II. PRIMARY DUTIES AND RESPONSIBILITIES: (Duties and responsibilities which occupy a major portion of time and importance in the job. Incumbent(s) perform one or more of the following duties.)


1. Develop business plans, sourcing strategies, subcontract practices and supply chain management initiatives to support business and customer objectives. Implement and manage strategies to assure continuous attention to and achievement of optimum performance in quality, cost, delivery, cycle-time and technology.


2. Provide overall management and direction of Subcontractors performance to achieve or exceed stated goals. Makes commitments to internal customers and major suppliers or subcontractors based on analysis and evaluation of requirements.


3. Plan, manage and coordinate all subcontracting activity for development and production contracts, IR&D programs and facilities/capital requirements to insure that acquisitions are made within price, quality and delivery constraints. Ensures dependable sources of supply are maintained and competition is maximized to achieve corporate procurement goals.


4. Maintain the Subcontract Management areas of the company's Procurement System in full compliance with Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) requirements. Ensure that all business conducted with foreign corporations are compliant with the Provisions of ITAR and the Foreign Corrupt Practices Act.


5. Initiate and lead the team for continuous improvement of assigned processes. Works in an integrated product team (IPT), ISO and CMMI environment and ensures maximum communication among participants.


6. Provide overall management to assure that preparation of subcontract requirements and negotiation of proposals is consistent with the prime contract and company's objectives. Assure the compatibility of subcontract clauses with prime contract conditions by coordinating the determination of legal sufficiency and completeness of subcontract flow-downs with Contracts and Legal Counsel.


7. Insure that all subcontract files are adequately documented to reflect compliance with all applicable company policies and procedures as well as Federal laws and regulations.
