Assists in the direction of daily activities of the operation, ensuring it is properly organized, staffed and directed. Ensures personnel are properly qualified, trained and supervised to perform duties effectively. Identifies successors for all key management and technical positions.
Within framework of policy guidelines from Director, Technical Operations, plans and schedules own activities, set objectives with subordinates, and ensures that goals are met. Ensures that all personnel in operation are informed of and adhere to all pertinent Company policies and procedures. May assist in establishing additional practices governing the operation.
Maintains responsiveness to customer requirements and maintains customer relationships. Regularly interfaces with customer representatives to maintain open communications and to develop or expand business opportunities.
Assists in the management of business operations including orderly financial management and control, technical and contractual performance and operating results.
May plan, organize and direct some operation business development and marketing functions, coordinate and cooperate with other technical operations. May develop operating budgets and business plans to support division and Company objectives, and executes approved plans.
Works with upper management and other operation managers to recommend strategic plans to support Company objectives. Implements approved strategic plans including cooperation in joint marketing efforts and commitment of required resources.
May direct the work activities of subordinate employees. May conduct performance appraisals, schedule vacation and sick leave usage.
May perform duties normally associated with supervision including, but not limited to, hiring, training, evaluating, counseling, and disciplining employees.
Prepare technical studies, reports, and proposals in support of project development goals. Conceptualizes future products or product enhancements, anticipates future technical trends, including anticipating customers' needs and requirements, and guides technology development.
Develops solutions to complex problems that may result in new combinations of existing knowledge or creation of new processes, products, or services. Uses in-depth technical expertise, analytical and interpretive thinking, and advanced technology/methodology to solve problems that advance the state-of-the-art.
Provides expert-level technical consultation and guidance to immediate staff and to all levels of the organization, industry representatives, and external customers.
Maintains a safe work environment and ensures compliance with safety objectives and policies in various environments including shipyards. Shares responsibility for self-development with immediate supervisor. Individual must be fully competent in all aspects of the T&E discipline and capable of evaluating, selecting, and adapting and modifying standard techniques, procedures, and criteria to meet program office requirements. Candidate will plan, organize, coordinate, and manage assigned test related projects within the program office.
