Description: The Strategic Buyer is responsible for defining sourcing strategies, negotiating agreements, and providing supplier agreements and internal customer management to deliver financial savings and quality process improvements for an assigned set of strategic categories. Manage procurement activities from the development and implementation of the sourcing strategy to the management of agreements and suppliers for a defined set of strategic categories. Facilitate Category Sourcing Teams, working with American Water subject matter experts and internal customers to gather and assess business requirements Collect and analyze category data, and develop the internal and external category profile Develop Requests for Information (RFI) with potential suppliers Conduct qualitative and quantitative supplier analysis Develop Request for Proposals (RFP), assess results, document recommendations and communicate results to suppliers Develop fact-based negotiation strategies and assist in conducting negotiations with suppliers (or lead depending upon category status) Develop alternative sourcing options with recommendations Maintain clear documentation and audit trail of procurement activities Develop and execute the implementation plans for an assigned set of categories
Build and maintain Supplier relationships with the objective of reducing costs and eliminating inefficiencies throughout the supply chain.
Work with the Regional Procurement Managers and other internal customers to ensure Service Level Targets are met.
Monitor American Waterıı s adherence with supplier agreements for an assigned set of categories and develop improvement plans accordingly.
Collect, collate and report data to support Business Plan calculations and other Key Performance Indicators.
Travel Requirements 20%
Requirements: Procurement knowledge sufficient to produce best product at lowest cost in acceptable time frames. Knowledge of/experience in procurement environment for categories managed. Knowledge sufficient to analyze business procurement issues, recommend solutions and implement changes. Knowledge of supplier environment and sourcing strategies and techniques.
Professional Procurement Certification (Required within 12 months of start date); ISM affiliation
