TEXAS HIGHER EDUCATION COORDINATING BOARD (THECB) Applications are now being accepted for the position of: Position: ASSISTANT DIRECTOR, CAREER TECHNICAL PROGRAMS Office: Academic Planning & Policy Job Number: 00019 Division: Academic Affairs and Research Closing Date: November 10, 2009. FLSA Status: Not Covered Salary: $5,835.00 - $6,250.00 per month plus benefits GENERAL DESCRIPTION Coordinates the activities of staff to complete major projects and accomplish significant department/division/agency goals under the supervision of the Director of Career Technical Programs. Works closely with Coordinating Board staff and leaders in the state's community, state, and technical colleges to accomplish career and technical/workforce education project goals. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned. DUTIES INCLUDE BUT ARE NOT LIMITED TO THESE ESSENTIAL FUNCTIONS: Provides professional support to the Director of Career Technical Programs Department and works with other divisions and with institutions of higher education to achieve the goals of the Board's higher education plan Closing the Gaps. Collaborates and coordinates with other CB divisions on division activities related to College and Career Readiness Initiatives and other initiatives intended to increase student participation and success. Provides professional support for the implementation, approval, review, evaluation, revision, and reporting of federal Perkins Grants under the direction of the Director. Provides professional support and exercises leadership and collaborative skills for statewide coordination of Perkins Grant programs aligned with Closing the Gaps by 2015. Provides leadership for the state-level strategic planning for Perkins Title I and Title II grants to achieve federal and state goals. Assists the Director with the oversight of the state's private career schools and colleges and the out-of-state private and public colleges and universities operating in Texas. Supervises staff administering Perkins Grants, and, as needed, consultants in fulfillment of contractual duties. Analyzes state data and evaluation processes to identify potential problems relating to the implementation of Perkins grants and participates in developing solutions to those problems. Leads initiatives to streamline processes and to align departmental/division work with agency priorities. Assists with the development and revision of departmental policies, procedures, and internal processes that ensure efficient and effective operations and delivery of services. Conducts policy analysis and prepares reports and recommendations as assigned by the Director. Reviews degree and administrative change proposals from colleges, universities, health-related institutions, and makes recommendations about approval. Composes and delivers oral and written presentations; prepares special presentations to the Board and other audiences; and, prepares materials for quarterly Coordinating Board meetings. Coordinates other large-scale projects and programs as may be assigned by the Director. Researches federal and state policy issues and Participates with staff members from other state agencies to develop state plans, grants, processes, and reports. Establishes clearly defined priorities, assignments, and deadlines for designated projects and promptly informs the Director of significant changes. Sets individual goals for professional/personal development which support division goals and objectives. Maintains the necessary level of work to carry out the position's responsibilities by performing the job's essential duties and functions, including grant management and negotiation processes.
