Rhonda Aubin-Smith, Boston District Director of the Department of Labor, Office of Federal Contract Compliance Programs (OFCCP)
Beginning her career with OFCCP in 2000, Rhonda has worked as a Compliance Officer and an Assistant District Director prior to taking on her District Director responsibilities in 2011. Prior to her work with the OFCCP Rhonda worked in the equal opportunity field with the State of Oklahoma and with the Department of the Air Force. Rhonda also served in the US Navy Reserves. Rhonda holds a Bachelor Degree in Liberal Arts and a Masters in Human Relations. As the Boston District Director Rhonda ensures that her office uphold the purpose of the OFCCP - to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal opportunity required of those who do business with the government. The Boston District Office covers Maine, New Hampshire, Rhode Island and Eastern Massachusetts.
Joan Phillips serves, Assistant Commissioner of the Massachusetts Rehabilitation Commission (MRC)
Provides overall program vision, leadership and strategic direction for the Vocational Rehabilitation Division. Ms. Phillips has 20+ years of management experience in nonprofit and for profit organizations.
Ms. Phillips has collaborated in designing and implementing business strategies and programming that resulted in White House Champion of Change Recognition and Associated Industries of Massachusetts Gould Award for Innovative Business Strategies. She has also received several Key Contributor and Commissioner’s Awards for outstanding performance.
Ms. Phillips holds a Masters of Education Degree from Springfield College and Bachelor of Science Degree in Rehabilitation Counseling from Boston University.
Ms. Phillips is widely recognized as an innovative and caring professional.
William (Bill) Allen, Director Statewide Job Placement Services
Bill has worked over 24 years for the Massachusetts Rehabilitation Commission (MRC). He began his career as a job placement specialist. In his current role as Director of Job Placement Services, he oversees employer development and engagement statewide for 24 field offices of MRC. He works with organizations such as Spaulding Rehabilitation Hospital; who was nominated by MRC and won the White House Champion of Change Award (2014) for their innovative strategies for hiring, promoting and retaining individuals with disabilities. The MRC Vocational Division was nominated and won the Associated Industries of Massachusetts (AIM) Gould Award which recognized CVS and the Massachusetts Rehabilitation Commission for their ground breaking work with “job driven” training programs for pharmacy technicians.
Paul McGovern, Founder, Praxis Compliance
Paul is the founder of Praxis Compliance, an HR consulting firm focusing on Affirmative Action program implementation and audit response, D&I program analysis and remediation, and EEO/ER charge investigation and resolution. Former program lead for Verizon Communications Affirmative Action and EEO/ER investigations initiatives, responsible for the design and implementation of compliant HR processes company-wide, Paul led groups successfully responding to 180+ OFCCP audits and 2,000+ employee relations matters and agency-filed discrimination and harassment complaints. Paul is Chair of the National Industrial Liaison Group (NILG), a consortium of nation-wide Affirmative Action practice groups partnering with federal contractors and regulatory agencies to ensure equal opportunity.
