Job Summary

The MAGTF Training Command (MAGTFTC) mission is to Manage the Marine Air Ground Task Force Training Program (MAGTFTP) and conduct service level Marine Air Ground Task Force (MAGTF) combined arms training to enhance the combat readiness of the operating forces and support the Marine Corps responsibilities to national security.

Per CMC mandate, MAGTFTC has established a Force on Force component service-level training known as the MAGTF Warfighting Exercise (MWX). MWX includes company requirements for design and development of scenario(s), and observation, assessment, and mentorship of training unit staff.

There is a critical need to support MAGTFTC in the development, planning, and execution of assessments for the Force on Force (FoF) training during the MTX. One of several end states for the training in a timely, thorough, and informative assessment of the training unit against stated Mission Essential Tasks and training objectives designed by the MAGTFTC Commanding General.

The Assessment Team Deputy / Site Lead Operations Manager (hereafter referred to as the Assessment Team Deputy) will support MWX assessments as well as the management and processing of travel and expense authorizations and requests as directed by the Obsidian MCAGCC Site Lead. The Assessment Team Deputy will accomplish this through comprehensive assessment processes and best practices focused on the design and implementation of specified performance metrics which will drive the assessment of the training units.

The preferred candidate will be responsible for supporting the assessment team s detailed assessment strategy through direct coordination with MAGTFTC Training Directorate and appointed planners. This effort involves a continual interaction with assessment team personnel, external training personnel, and information systems experts. Additionally, this will entail the understanding and use of command and control, simulation, and instrumentation systems, as well as integrating a robust analytical capacity to instill a metrics-driven assessment process across the program at large.

The Assessment Team Deputy will assist the Assessment Team Lead in all aspects of exercise preparation, to include AAR Cell processes and assessment design. The Assessment Team Deputy will also assist in procuring required gear and equipment for MAGTF subject-matter experts (SMEs), staging, sorting, and loading equipment into non-tactical vehicles, planning, organizing, and conducting tactical resupply to the training areas, and accounting for and issuing both government and non-government furnished communications and other equipment for use during the exercise. It is anticipated that the Assessment Team Deputy will direct 70% toward assessment team duties, and 30% toward duties as Operations Manager for the Obsidian Site Lead.



Key Accountabilities

*

Assist the Assessment Team Lead in the design of assessment activities that support the CGs exercise collection themes and AAR development.
*

Assist the Assessment Team Lead in developing letters of instruction, orders, and standing operating procedures (SOPs) in support of the MWX.
*

Assist Assessment Team Lead in data analysis and interpretation to provide recommendations to the training unit staff and MAGTFTC staff.
*

Determine the most effective means of meeting data collection and reporting obligations.
*

Develop, issue, and enforce assessment strategies within the team.
*

Provide training support to the team on assessment policies and strategies.
*

Participate in meetings and conferences to provide insight and identify assessment initiatives.
*

Assist the Assessment Team Lead in the coordination of MAGTF Training SME travel, attendance, logistics, support, and collection of observations in support of MWX.
*

Assist the Obsidian MCTOG Site Lead with the receipt, review, and processing of all employee expense authorizations (EAs) and expense reports (ERs). Track both OSG-funded and Government-funded contractor travel budget expenditures during the period of performance and task order.
*

Screen all EAs/ERs for administrative and accounting accuracy, and work with designated government contract management personnel to validate approval for travel funding in support of Obsidian s mission.
*

Perform administrative and other tasks as directed by the MCTOG Site Lead.

Knowledge and Skills

*

Must possess familiarity with Marine Corps doctrine and contemporary strategic, operational, and tactical operations that govern MAGTF operations and processes and possess a working knowledge of information and knowledge management concepts and practices.
*

Must have excellent written and oral communication skills.

Must have an exceptional telephone, email, and customer service communication skills.
*

Must have the ability to research complex issues and develop comprehensive reports.
*

Must possess self-motivation and a high level of discretion to work effectively and independently.

Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.

Experience and Education

*

Bachelor's degree in Educational or Business Field, or equivalent experience is desired.
*

A minimum of 3 years experience in a military training and education environment.
*

Must possess thorough knowledge of the Microsoft Office suite, online collaborative tools, social networking tools, and content management systems.
*

Must possess knowledge of military doctrine, tactics, and command relationships at MAGTF or joint/combined command level as measured by actual operational force employment experience are required, and direct participation in real-world operations is preferred.
*

Direct participation in real-world operations in deployment and employment of command and control methods and systems for the GCE is desired.
*

A combination of education and experience that displays the requisite skillset is considered.

Physical Requirements and Work Environment

*

Physical ability to:

*

mount/dismount vehicles in a field environment
*

bivouac in field environment
*

climb/descend rocky mountainous terrain
*

perform job in hot desert environment
*

ascend/descend multiple flights of stairs in an urban training environment
*

lift and carry up to 75 lbs over a short distance (such as a loaded backpack)

*

Work environment including but not limited to:

*

Occasional field/tactical environments

*

occasional extended working hours/overnight bivouac will be required during execution of Force on Force exercises.

Majority of work will be in a garrison work environment

Travel

*

Domestic travel may be required for training and program coordination.
*

May be required to travel OCONUS to conduct installation, training or maintenance. Accordingly, a valid passport is required.
*

Travel is estimated to be up to 30%.
