Berkeley Lab s Security and Emergency Services Division has a new opening for a Continuity of Operations Program Coordinator. The Continuity of Operations Program (COOP) Coordinator will support Berkeley Lab s Emergency Management Program through the development and implementation of a continuity program. This position will provide assistance and coordination in the program management of the Berkeley Lab s Business Continuity Program and provide direction to a group of subject matter experts from affected organizations that implement essential supporting activities.

What You Will Do:

*

Responsible for drafting, updating, managing, and exercising the Berkeley Lab Continuity of Operations Plan. Responsible for all COOP-related program elements and requirements to include program assurance and other activities to meet Department of Energy (DOE) and Berkeley Lab standards.
*

Work with all levels of management to establish efficient approaches to implement and maintain program requirements and facilitate the integration of COOP program elements with appropriate external stakeholders and internal business and research partners.

*

Coordinate communication, planning, and evaluation of COOP drills and exercises, utilizing Federal Emergency Management Agency (FEMA) Homeland Security Exercise Evaluation Program (HSEEP) guidelines, in support of the DOE Continuity mission and goals, and validation of DOE COOP plans and procedures in accordance with Presidential Preparedness Directive 40 (PPD 40) National Continuity Policy, OSTP/OMB Directive D-16-1, and Federal Continuity Directives 1 and 2 (FCD 1 and 2).

Advise Berkeley Lab leadership on business operations and research continuity program strategies and serve as a subject matter expert and spokesperson within the program.

*

Assist the Emergency Manager in meeting institutional and regulatory requirements associated with development, administration, management, coordination, implementation, and maintenance of the lab s Emergency Management Program.
*

Serve as a member of the Emergency Response Organization responding to incidents or events affecting the safety and security of Lab personnel, the environment, and or property.
*

This position is subject to 24/7/365 recall and assignment on extended hours or during nights, weekends, and holidays; whenever such events occur.

What is Required:

*

Bachelor s degree and a minimum of 7 years of relevant experience in emergency management field or an equivalent combination of relevant education and work experience.
*

Demonstrated ability to develop, prepare and implement emergency management policy, plans, procedures, and related documentation.
*

Demonstrated ability to conduct emergency drills and exercises, including scenario development.
*

Demonstrated ability to conduct assurance activities including assessments, issues management, and evaluations.
*

Ability to communicate effectively in verbal and written communication.
*

Proficient use of Windows and MacOS and applicable software applications.

Desired Qualifications:

Relevant certification(s) preferred:

*

Standardized Emergency Management System (SEMS) Training
*

Professional Continuity Practitioner or Master Continuity Practitioner
*

FEMA Incident Command Systems (ICS) certifications

*

Experience with DOE Order 151.1D, Comprehensive Emergency Management System, and 150.1A, Continuity Programs.
*

5+ years of experience with DOE emergency management programs is desired.
