The Executive Director, Contract Operations and Price Reporting will direct, support and manage customer finance functions, including: Customer Service, Contract Operations, and Government Program Price Reporting. As a key participant on the Finance leadership team, set the vision and direction for Eisai s US Revenue Management functions.
Lead Eisai s US pricing and contracting governance as it relates to compliance with government purchasing program regulations and price reporting requirements; government and commercial contract analysis and adjudication management; as well as customer service and accounts receivable management and related gross-to-net (GTN) forecast management. Responsible for establishing and facilitating corporate price governance controls and is a member of the Pricing Committee.
Responsibilities include but are not limited to:
Assure timeliness and accuracy of US Government Price Reporting and Contracts, including the administration of: the Medicaid Drug Rebate Program, Medicare Coverage Gap Discount Program, Federal Supply Schedule discount program, TriCare Retail Refunds program and 340B/PHS discount program.
Act as government program pricing internal subject matter expert for proposed contracts by Market Access, Finance, Compliance, Corporate Development, Marketing and Commercial Operations (consultative seat on Pricing Committees). Specifically, accountable to support the Eisai Value and Access and Trade Relations understanding of the impact of contract and price decisions on government programs compliance and ultimately company profitability.
Directly manage the Government Pricing Director, who leads a staff of three FTEs to accomplish the following: Maintain contracts with Medicaid (MDRP), VA Federal Supply Schedule (FSS) and HRSA OPA (PHS; Maintain status with Medicare HPMS for Coverage Gap participation; Maintain SOPs and methodologies for statutory government program pricing calculations (AMP, BP, ASP NFAMP, FCP, PHS); Manage all non-statutory government programs and/or contracts; Oversee Government Pricing team in proper calculation method and controls related to all government program pricing and reporting obligations; Oversee Contract Operations team in proper calculation method and controls related to all commercial and government program pricing and/or rebate contracts; Oversee the Customer Service and Chargeback/Membership teams in the maintenance of Class of Trade and Customer Master, to ensure proper training and application of stated COT and contract eligibility and Ensure Fair Market Value and Bona Fide Service Fee evaluation is performed by Legal and/or outside counsel before any contract negotiation occurs with any Trading Partners.
Responsible for Pricing Compendia Listing preparation including serving as key contact with NCPDP and Pricing Compendium for publishing of product WAC and providing internal consultation/advisement on potential reactions by the Pricing Compendium / NCPDP to any final product packaging and labeling decisions on launch products, which could have downstream impacts on sales/credit transactions and could affect government pricing calculations.
Assure timeliness and accuracy of the administration of Commercial Contracts, including the administration of: Market Access Rebate and Inflation Penalty Agreements (HMOs/PBMs), GPO Pharmacy Pricing Agreements (Hospitals, IDNs, LTC), and Wholesalers/Distributors Fee-For-Service Agreements.
Directly manage the Contract Operations Lead, who leads a staff of four FTEs to accomplish the following: To provide input to understanding of Eisai s approved contracting strategies; Support Eisai s contracting strategies and reimbursement solutions by monitoring for issues and opportunities at the customer and patient level; to develop business analyses and evaluate return on investment for any contemplated and/or executed rebate/pricing contracts with commercial and government cu
BA/BS degree in Finance or Accounting related field required; MBA or other advanced credentials preferred
Minimum of 15 years related business experience in pharmaceutical commercial and government contracting, pricing and administration functions.
In-depth understanding of pharmaceutical contracting environment as it relates to MCOs, PBMs, GPOs, IHNs, Clinic, PHS, LTC and wholesalers/distributors; knowledge and understanding of Government Pricing, Accounts Receivable and Credit Management functions required.
Proficient in MS Office and working knowledge of pharmaceutical contract administration and supporting systems.
Demonstrated project and people management skills to manage operations and concurrent projects both strategically and tactically.
Compliance adherence across all business activities within this diverse group of functions.
Strong analytical/problem solving skills with attention to fiscal management as well as demonstrated leadership and communication skills.
