Reporting to the Department Chair, the Financial & Administrative Officer (FAO) provides leadership in the management of financial, personnel, student affairs, administrative and research support infrastructure operations for the Department of Mechanical Engineering. The Department of Mechanical Engineering is a large and complex operation encompassing, teaching and extensive research. The FAO directly oversees the work of the accounting, financial, payroll/personnel, instructional support and procurement activities and, on an indirect basis (dotted line reporting structure), the technical functions of the unit. Responsibilities include, financial management of department operations; strategic and short-range planning, implementation and coordination; post award administration of contracts, grants, gifts, sales and service operations; develop internal controls and ensure compliance with university policies. Incumbent is fully responsible for the recruitment, direction, evaluation, training and development, discipline, termination and monitoring of daily activities of the unit's administrative staff. Incumbent provides administrative guidance and oversight to the technical staff members and provides chair with personnel support in the management and supervision of the technical staff. Exercises independent judgment in solving day-to-day operational issues and provides recommendations to the department Chair concerning department resources, policies, procedures, controls and practices. Anticipates operational problems and develops effective solutions employing sound leadership and management principles.
Bachelor's degree in related area and/or equivalent experience/training. Required
6 - 10 years of related experience. Required
Previous supervisory/managerial experience. Preferred
Solid knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management within labor contract(s) and personnel policy.
Demonstrated skills in employee supervision and HR administration.
Solid interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising, and counseling to effectively motivate others.
Solid organizational and customer service skills to effectively manage multiple priorities.
Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Solid skills to quickly evaluate complex issues and identify resolution.
Solid knowledge of common organization-specific and other computer application programs.
Interpersonal skills to effectively motivate others.
Proven skills to quickly evaluate complex issues and identify multiple options for resolution.
Proven expertise in the area of financial controls coupled with strong policy interpretation and implementation skills.
Demonstrated experience with developing and applying budget and financial policies; ability to analyze, identify and research account variances and discrepancies; experience in developing and applying internal controls for complex finance and operations of an academic and research unit.
Strong verbal and written communication skills; ability to influence/persuade all levels of staff.
