This position provides the opportunity to work on-site at NASA Glenn Research Center in Cleveland, OH in support of NASA s Small Business Innovation Research (SBIR) Program that funds the research, development, and demonstration of innovative technologies that fulfill NASA needs. You will work closely with your REI team and NASA customer on challenging and stimulating work assignments in leading-edge technology and service operations.

The Senior Management Analyst will play a critical role on the program, working closely with program stakeholders in the planning, development, and implementation of mission specific technology programs. The Senior Management Analyst will support the program s solicitation development, proposal review, and contract monitoring processes, as well as identify and track utilization opportunities and facilitate the initiation of Phase III contracts.


Key tasks associated with this position are as follows:

* Be responsive to the Program Management Office (PMO), and building rapport with NASA researchers, scientists, and engineers through a service-mentality approach.

* Keep abreast of program legislation and policy directives.

* Serve as a NASA SBIR system user expert and POC regarding use and functionality.

* Perform data mining and analysis activities to understand SBIR technology trends.

* Lead the development of a mission directorate integrated project schedule for core SBIR milestones and deliverables.

* Prepare and submit quarterly metrics reports regarding mission specific SBIR subtopics, proposal reviews, and awards.

* Regularly evaluate the processes and performance of the program, report related experiences, and provide recommendations for improvement.

* Support the solicitation development process by:

* Support solicitation strategy development and implementation;

* Identifying technical subject matter experts at Glenn;

* Attending mission directorate meetings, workshops, reviews, etc., in an effort to gather mission requirements;

* Supporting the assigned mission directorate topic and subtopic managers in the collaborative formulation of the topics and subtopics, and tracking progress through the program s on-line system;

* Ensuring compliance with policies and procedures.

* Support the proposal review process by:

* Monitoring and reporting on the evaluation progress and providing feedback to the reviewers, topic managers, and subtopic managers as required;

* Facilitating/supporting the ranking of proposals and ensure rankings and related recommendation rationale is entered into the program s on-line system;

* Organizing and facilitating mission directorate level SBIR board meetings including the development of the agenda and all materials in support of these meetings;

* Assisting subtopic managers in identifying potential CORs for recommended proposals;

* Ensuring compliance with policies and procedures.

* Support contract monitoring by:

* Monitoring contract progress;

* Supporting debriefings to non-selected companies as requested.

* Support technology transition and commercialization by:

* Identifying, tracking, and facilitating transition and commercialization opportunities;

* Identifying program success stories and support development of strategies for disseminating knowledge about the Program s successes.


Ideal candidate will have experience with managing and organizing technology development efforts, plus a minimum of five years of experience in developing, analyzing, and evaluating methods and techniques to improve business processes, program processes, procedures, information systems, documentation, and similar functions. Relies on extensive experience and judgment to plan and accomplish program/project goals. Must be skilled in the use of Microsoft Office Suite. Experience with MS Project is a plus. Must have excellent written and verbal communication skills in order to effectively interface with all levels of engineering/science and management at NASA and external entities including commercial enterprises, academia and other government agencies.

Minimum Education: B.S./B.A. degree desired in business management, communications, systems analysis, MIS, science, engineering, or other related field and 5+ years of experience. Degree may be substituted for an additional three (3) years of experience..
