We have an exciting opportunity in Sacramento, CA a Human Resources Manager. This individual will manage the development and administration of human resources policies, programs and services for Kitchell CEM.

DUTIES AND RESPONSIBILITIES

*

Identifies legal requirements and government reporting regulations affecting human resource functions and ensures policies, procedures and reporting are in compliance.
*

Develops and implements employee policies, procedures and programs that align with company needs and objectives.
*

Responds to employee inquiries regarding policies, procedures and programs.
*

Serves as internal consultant to company management, supervisors and employees on human resource issues.
*

Manages the pre-employment process including assessments, background checking, reference checking and offer letters.
*

Manages new employee orientation and onboarding process to facilitate integration into the company.
*

Manages leaves of absence in accordance with state and federal law.
*

Processes employee separations and responds to notifications from state unemployment agency.
*

Communicates and responds to inquiries regarding benefit programs such as medical, dental and vision insurances and paid time off.
*

Facilitates completion of accident and injury reports for insurance carrier and coordinates post-accident substance testing.
*

Compiles data from personnel records and prepares reports.
*

Ensures documentation and processing of personnel actions and produces associated information to authorized persons when requested.
*

Creates and manages job descriptions.
*

Manages performance and salary review programs to ensure effectiveness, compliance and equity within the organization.
*

Participates in succession planning process including tracking and administration of development plans.
*

Ensures workplace health and safety policies and procedures are clearly communicated and understood by direct reports and enforces rules fairly and uniformly.
*

Proactively manages the training and professional development of direct reports.
*

Facilitates and ensures the continuous and effective execution of the performance management process for direct reports.
*

Manages the staffing and compensation of direct reports in accordance with company policies and procedures.
*

Executes additional duties and responsibilities as assigned.

KNOWLEDGE AND SKILLS REQUIRED
*

Knowledge of human resources principles and practices, and applicable state and federal laws.
*

Effective computer skills including proficient use of Word, Excel, Outlook and PowerPoint software required, and E1 database software preferred.
*

Effective verbal and written communication skills, including the ability to represent the company in a professional manner.
*

Ability to maintain the highest level of confidentiality.
*

Ability to demonstrate the competencies of achieving results, teamwork and influence.
*

REQUIRED EDUCATION AND EXPERIENCE

*

Bachelor s degree from an accredited four-year college or university in business management or related field required.
*

Minimum 5 years progressive and position related work experience in human resources or related field required.
*

Professional Human Resources California (PHRca) certification required.

WORK ENVIRONMENT
*

While performing the duties of this job, the employee regularly works in a general office environment.
*

The noise level in the work environment is usually moderate.
*

Must occasionally travel.
