The Center for the Study of Child Care Employment (CSCCE), at the Institute for Research on Labor and Employment focuses on achieving comprehensive public investments which enable and reward the early childhood workforce to deliver high-quality care and education for all children. To achieve this goal, CSCCE conducts cutting-edge research and proposes policy solutions aimed at improving how our nation prepares, supports, and rewards the early care and education workforce to ensure young children s optimal development. As a result of this work, policymakers and their staff, thought leaders in the field, and other stakeholders use CSCCE s research and recommendations to inform policy decisions that support the early care and education workforce.
IRLE is an "Organized Research Unit" of the University of California at Berkeley. IRLE brings together faculty from several academic departments and supports multidisciplinary research about labor and employment relations. IRLE sponsors many faculty-run research centers. IRLE sponsors numerous community service programs, including the California Public Employee Relations, Center for Labor Research and Education, the Center on Wage and Employment Dynamics, Center for the Study of Child Care Employment (CSCCE). It publishes the widely respected academic journal, Industrial Relations: A Journal of Economy and Society, and houses an important research library that collects and preserves a wide array of information about work, organizations and labor issues.
The Senior Policy Analyst will be a key member of the staff of the Center for the Study of Child Care Employment (CSCCE). CSCCE is focused on achieving comprehensive public investments that enable an early care and education system that is effective and equitable for children and early educators. To inform public debate and achieve this goal, we conduct policy oriented research and analysis focused on the preparation, working conditions, and compensation of those who care for and educate young children. CSCCE routinely provides public comment, technical assistant and expert advisement on early childhood policies.
The Senior Policy Analyst will track state and national policy developments, summarize issues and translate research for policy-makers and lay audiences and provide contextual information as it relates to the early childhood workforce and related issues. The Senior Policy Analyst will carry out analysis of public policies and identify best practices and policies. The individual will communicate analysis and CSCCE research by means of data and policy briefs, topical or program reports, new media formats, and peer-reviewed publications.
The individual will give and assist in preparation of public presentations to policy makers, community leaders and stakeholders and/or at meetings and conferences. Additionally, the individual will work closely the CSCCE staff and contribute expertise across projects.
The Senior Policy Analyst will contribute to new project development and provide leadership to facilitate CSCCE projects are equity-centric and policy oriented to guide policy makers and leaders in developing solutions that address the pressing need to create an early education system that is equitable and effective for children, their families, and early educators.
The Senior Policy Analyst applies extensive knowledge as a research and policy professional with an in-depth understanding of the early care and education system, especially issues pertaining to supporting a skilled and stable early childhood workforce.
* Monitor and analyze developments of complex early childhood education and workforce issues in public policy, regulation, field-based movements, and the media.
* Maintain working relationships with partnering organizations, state and national leaders, funders, and others; develop and coordinate learning experiences for key partners and stakeholders to help build their expertise and capacity on early childhood workforce research and policy issues.
* Lead and contribute to the development of reports, briefs, blogs, presentations and other resources on topics in order to disseminate and translate research and policy analyses into consumable information for various audiences; coordinate with internal communications team; develop rapid response materials, including analyses and talking points, on tight deadlines and respond to requests for technical assistance and expert advisement on complex policy issues.
* Contribute to policy-oriented research on a range of topics related to preparation, working conditions and compensation of the early education workforce and interpret qualitative and quantitative research.
* Engage in effective project management and support, which may include responsibility for content and logistics development, management of timeline and activities, communications with internal staff and external partners, and budget oversight.
* Meaningfully contribute to other organizational needs as they arise.
* A comprehensive understanding of early childhood education research, and ability to understand and apply relevant qualitative and quantitative data.
* Demonstrated analytical abilities and creativity in problem-solving.
* Understanding of the early care and education system and policy contexts that affect the early education workforce, and strong ability to conceptualize problems and develop analyses and policy recommendations.
* Demonstrated communication skills (both oral and written, and in a variety of formats and contexts).
* Experience in diversity, equity and inclusion approaches to internal and external organizational work.
